[p4dti-discussion] Filespecs and Issues

Should we consider it a bug in the doco then that the intro to
section 4 includes the filespecs relation in the list of relations by
which "you MUST extend the database schema" even though it's listed
in the optional features in section 3.5? That's what threw me and
prompted me to ask the question.
