What will it do with a file which doesn't exist in CVS? Note that the
P4DTI patch creates at least one file:
template/en/extension/hook/bug/comments.html.tmpl/aftercomments/p4dti.html.tmpl
and the P4DTI patch application in step C expects that file to not
exist (or to be empty if it does exist).
