[p4dti-discussion] P4DTI release 2.4.0 supporting Bugzilla 3.0

Today I have made release 2.4.0 of the P4DTI.

Among other changes, this release supports Bugzilla 3.0, MySQL 5.x,
and MySQLdb 1.2.2.

Note that this has not yet been approved by Perforce Inc and so is not
yet supported by Perforce Inc.  But I know a lot of people have been
eagerly awaiting this release, so I wanted to give them this
opportunity to try it out.
